Kitesurfing is an action sport, it's a mix between windsurfing, wakeboarding and surfing with the aerial possibilities of paragliding.
You can kitesurf anywhere you have open water. At the local beach, out on the open ocean, even on inland lakes and reservoirs, all you need is some wind and H2O and you are ready to go. If you have ever surfed, windsurfed or wakeboarded then you already have some of the skills you need to enjoy kiteboarding. A weekend session with a good instructor and the right kite is all you need to be ready to kitesurf.
That depends on the style of riding you want to do, if you see yourself making powered cutbacks and powerful bottom turns on overhead waves then you already know what board you need. If that doesn't sound like you then you'll be perfect for a twintip board, there is a board type to suit every rider and every type of riding.
The absolute minimum gear list kite, board, harness and bar, but you shouldn't even think of going out without safety equipment, so check out the available personal floatation devices, hook knives and helmets before you buy anything else.

"Great lessons. Took two, 2-hour lessons. The first lesson was all kite work on the beach. You should definitely understand coming in that you'll need to get work on the kite before getting in the water. I've flown a trainer kite for a couple of years, but lesson #1 was my first time flying a full-size kite. By the second lesson Graham had me in the water, but only for a short time. I felt like I learned a ton in the lesson and now have the skills I need to continue practicing with my own kite and to get in the water on my next trip to the beach. I wanted to be in the water in the first 10 minutes, but I'm pretty sure I would have just died :-) Graham does a great job of being patient with his teaching, but just know that it's a sport that requires some time investing! Super happy with my lessons!"
